He is out of control, because he either did not properly socialized to other dogs and he is trying to protect you / thinks he is responsible. If he is on a leash, try a choke or pinch collar and make sure he does not pull and walk at your side. If he sees another dog and starts out of control, jerk on the leash to give him a warning. Learn the signs of your dog you have, before he begins to scream.

Find something to use to discipline the dog. I use a FlySwat, I have only my dog, and show it chills. He is jsut know lletting other dog that he is.
